The issue is whether U.S. arms controls built to protect sensitive defense technology can accommodate a wartime demand for speed, scale and allied production. Schimpf's call for an ITAR “reset” reflects growing pressure from Ukraine and Middle East conflicts, where commercially derived systems are being fielded in large numbers faster than traditional defense procurement and export-control processes can support.
