FinCEN, Bank Regulators Propose Stablecoin Customer Identification Rule

Federal financial regulators proposed a rule Thursday requiring stablecoin issuers to verify the identities of customers who open direct accounts with them, a bank-style compliance mandate that would not extend to oversight of secondary-market transactions or every later holder of a stablecoin.
