Chairman Mike Gallagher of the House Select Committee on the Chinese Communist Party urged U.S. officials to enforce sanctions against certain Chinese officials and entities. In a letter addressed today to Secretary of State Antony Blinken and Secretary of Homeland Security Alejandro Mayorkas, Gallagher cited the legal obligations outlined in the Uyghur Human Rights Policy Act (UHRPA) and the Uyghur Forced Labor Prevention Act (UFLPA), enacted in 2020 and 2021 respectively.
"The United States must not compromise its moral leadership by engaging one-sidedly with Beijing," Gallagher emphasized, referring to allegations that the State Department delayed imposing UHRPA sanctions earlier this year.
Gallagher noted that while the Biden administration has sanctioned four PRC officials, two each in March and December 2021, under Executive Order 13818, it has not imposed any sanctions under UHRPA.
Gallagher specifically named Ma Xingrui, the Communist Party Secretary of the Xinjiang Uyghur Autonomous Region, as a primary figure responsible for the alleged ongoing genocide and demanded his immediate sanctioning along with 37 other Chinese officials and companies.
Gallagher has requested that Blinken and Mayorkas provide written explanations by October 6, 2023, should they find any of the named individuals or entities not meeting the criteria for sanctions, citing a list of 13 individuals and 25 entities.
